It can't. It doesn't matter if it passes the Senate either, the Electoral Act states that shall any objections be raised, both chambers of congress must vote in the affirmative to throw aside the results and declare them null and void. Republicans have lost their majority in the Senate, and most of the Republicans don't support the claims of voter fraud.

The Vice President doesn't even break a tie, the Governor of the States certification does.

They tech still have a majority since the Georgia senators arent sworn in. And even with the Electoral Count Act stating that, the party in objection could easily say fuck the process. Obviously it would cause a crisis and isnt going to happen. but it is a plausibility. It would require party unison. Bringing in non-legally recognized competing electors, holding up the electoral vote count, the presiding speaker not recognizing electors, etc.
