whatever plane tries flying over DC, it always has at least 2 military aircraft tailing it and wont make their presence known till the craft they are tailig gets too close to anything important, such as the White House, in which they announce their presence and if the craft refuses to acknowledge them they have full authorization to shoot down the aircraft
