I don't know if they still talk about it in schools because it's a bit of a weird subject these days and slavery is the obvious reason. But, it became the duty of congress to prohibit "barbarism, polygamy and slavery" in United States territory. And I'm not sure what their definition of "barbarism" includes, but I think it includes incest and goat stuff. Hence, why we get jokes about these types of things about southerners.
