according to the constitution? no. according to the supreme courts interpretation of the 2nd amendment? yes

according to a supreme court ruling from years back, states have the authority to limit the 2nd amendment however they wished as they werent the federal government so their restriction of 2A was protected under the 10th amendment
i guess it would take another sc ruling to over turn the previous ruling then
