I think when it comes to certain issues like homophobia or racism if the intent is very clear that it makes sense for more than a warning to be applied on the first go.

But when it comes to things that could be considered but we're not implied that way then I think a warning would suffice

I can't believe it, they actually accepted and noted down the complaint instead of just Banning me from the server
