Aight this might sound weird but I'm just speaking as words enter my big green brain. From my perspective, there is no who. It is a necessity to the survival and prosperity of any communal species to have good inclinations. Without such inclinations, humanity would not have prospered as well as it has, and we wouldn't see society as it is today. So for example, murder is wrong, not because someone told me that it is, but because it is a necessary part of the human condition. I find that atheists who don't see certain things as wrong, have usually, intentionally broken their moral compass if that makes sense.
