If you have 10 electorates, and there is 60% for Republican, six votes go to Republican. If there are 40% vote 4 democrats for vote should go to the Democrats

but then there's the whole point five issue

So you put 20 electorates in a room, each represent 5% of the vote

But then the issue is five of them are on the payroll of the democratic party regardless
