The high crime rates from minorities are due to a lack of opportunity due to the cities they live in. They don't have good enough education or employment opportunity, which leads them to resort to more crime. I could simply say there needs to be more policing there, but that alone would only lead to more incarceration and worsen the problem for these communities. They need to be helped from the ground up. They need the means to improve their own lives. This will lead to less people feeling they have to resort to crime.
