He absolutely did own slaves. Even if he didnt want to, they were very restricted when it came to freeing slaves. The government wouldnt allow it in most instances. Though loopholes would later be found, governments past then closed them. And it even goes into the US government. State power was huge at the time. And the civil war weakened state power significantly
