Its a tough issue. You cant just stop the welfare, because there is the issue of jobs being unavailable in many many citiesn

So then you have people who try and cant find work suffering. That would make it much worse.

The best step is to incentivize businesses moving to those cities. Cut taxes for companies and all so they move in. Then theyll be there to hire more people. That would help lower the povery levels. Once you got the work available, then you can work on reforming welfare
