States assign two sets of electors, one for Trump and the other for Biden, then come January 6, the Vice President decides which set to certify. So if Mike Pence certifies the Democrat side, then Joe Biden will be Number 46, but if Mike Pence certifies the Republican side, Donald Trump will serve 4 more years as President #45.
