In vrchat some characters got really great looking 3d models and they did it for free. And I've seen some sick professional 3d work
now with ray tracing with 2080 we can save some money and get great models in real time
Thinking of games like Dragonball or Valkyria, of course you can "render" 2D up to 3D, but I don't see a world it'll look in a shooter.

cell-shading isn't something you can just import and be done with it. Unless you use some kinda toolbox to begin with and then you're already paying licenses.
