@DirtyNastyPithy had a really brilliant approach which would solve that and other people who tear down society through weighted voting. More weight if you own land, pay taxes, have kids (and a wife); basically things that demonstrate that you are contributing to society writ large and have skin in the game.

That was how things worked in the Roman Republic, rights meant privileges, and the term was dignitas. The actual meaning of the word is more preserved in "dignitary" today than "dignity" It had to be earned.
