In my honest opinion, it's simply because most companies don't see any viable alternatives to windows.
Add the universally ingrained notion that "paid is better than free products", and the cycle continues.
I'd reckon that most people would get by quite fine by using, say, LibreOffice over MS Office, for example.
At that point, they'd go for something like Google Docs, anyway
