so in terms of higher function like applying router level VPN

I have no idea if tunnelbear offers such a thing.

Another problem I've encountered with tunnel bear is that a lot of their VPN locations are blocked on 4chan

so you cna't reply to threads and posts

cuz the ip has been banned.

i'm not sure if ther eare solutions to this. because having a singular rooted vpn near where you live so it doesn't flag; is also a security vulnerability

I recommend cyberghost if you are willing to pay. I get relatively good speeds on my grandfathered plan and they dont log.
