but I've had success solving these kinds of problems

just booting onto a linux distro

and trying to use adb, etc. from there.

maybe you could try that

there can be a lot of things that fuck up the process on Windows

some file not being in the path, a bad driver, a bad registry setting, etc.

GNU/Linux tends to be easier in that regard
