FWIW the shit looking mouse I'm using from 1998 is "046d:c00e Logitech, Inc. M-BJ58/M-BJ69 Optical Wheel Mouse" . I don't think Logitech has updated their optical ICs in a loooong time.

I struggled to find anything better than a thinkpad tbh
the intel tax is a thing, and I don't think you want a chromebook with a Rockchip in it
it doesn't have to have the best specs in the world
if a chinese fab plant opens up to be an x86 contender maybe you'd see actually usable chink laptops
as long as it can handle emulators and basic 3d games
