in germany the police fired a total of 86 shots in 2015 or so in a shooting in texas the same year the police shot about 90 rounds

If a person kills someone with their car, do you outlaw cars? No. You blame the person. Your example is like saying why aren’t there any car related homicides in an area that has outlawed cars.
