i have seen all sorts of numbers for LEO pressure from 10^-6 to 10^-9

On that NASA website the pressure is a typo it says 10^6 which is 100000 torr which is 1,933 PSI.

there is psi , torr and pascal... too many units to convert

It's a bit rich being asked to consturct a vacuum pressure with a rocket when there is not even a reliable explanation or experiment for why objects experience a constant 9.8 m/s2 acceleration.
