May I ask again what you define as educated

Well, strictly speaking, someone who's gone through the education system.
But I mean you need to have learned something. So in my opinion, it would be someone who is able to pass at least a high-school level test with flying colours. Then have at least the knowledge to pass a more advanced test in one subject.
