I remember reading that this was due to atmospheric refraction, but i can't find the source article anymore

Actually you can't and even if you could it would be because of refraction...the sun is actually much lower than what you see in the sky so....you don't actually see the sun...it's an illusion because of refraction in to the atmosphere
