You can add a stabilizer that allows them to bond and then technically the oil with a lower density will easily mix with the higher density water

Water has very high surface tension by comparison to there liquids though due to its ability to make hydrogen bonds

because if it went up then the downward gravitational force will become more than the boyant force (an upward force)
