A true vacuum is a space with no matter, so any given area, whether it be space, a chamber, or air would contain an area that is a true vacuum

If you calculate the centripetal forces acting on the area of an ocean equivalent to 70kg the force acting outwards would be about 2.3 Newton's where as the force holding it down would be about 700 newtons
