Is immunizing you all STDs not a dire medical need? Similar to a super-vaccine?

I don't understand why people constantly feel the need to bring vaccines into this discussion....

I learned last night that there is a mucus like membrane which is supposed to be on the end of a penises and is on the ends of uncircumcised penises... Being a victim myself I didn't even know that

"Mucous membrane" is probably the wrong description but I can't think of the actual terminology

Are there instances where circumcision is necessary? Probably, But those instances would be the exceptions to the rule and not the rule itself. The rule itself ought to be, we don't cut perfectly healthy baby dicks for no reason!
