What I found is that in USGS data, between 30 and 40% of earthquakes they record, occur at exacrly 10.0 Km. Thats a default depth when they can't pinpoint where it started. THats not the relevant part. The 10Km led me into looking at HAARP

HAARP is MANY instruments. Some of which are in Or4bit, and are designed to interact with the Magnetosphere... which is what Nichola Tesla was all about.

The information is about a certain pair of frequencies of high energy "waves' that combined in a sort of resonance that produces a combinant of increased amplitude in the first and third harmonics. The 17Hz signals of 11-11 are ALL very 1st and 3rd harmonic predominate.

I believe earthquakes (sever) are dew at anytime but I can't say when. I believe the recent rains will let the faults slip. But how long does it take for the water to penetrate to that level?
