@Milk Im not fully on board, but i can explain it. Basically afro subspecies, the thinking goes, evolved under different pressures than whites, and also prefer different procreative strategies. Since big predators were the biggest threats in the african rain forests and so on, being smart didnt help you run from a wildabeast. So, the people who could physically survive did and procreated. Also, as is typical in environments where there is not a true feeling of security, promiscuity reigns (we see this in animal species) so that maybe just maybe the genes will get passed on.
