Why did he think he could get away with it?
Simple, because he assumed that everyone would be on his side due to the kids being white.
Now, what enabled him to assume this?

But if there was no racial tension, he wouldn't have thought that people would take his side.
And if he hadn't thought people would take his side, the incident wouldn't have happened.
It's a fairly logical progression

He did it because he thought he could get away with it

He only needs people on his side so that he can get away with it

Because no one would deliberately instigate a conflict like that without knowing they could get away with it
