really what I would do is a cascading eugenics program

step 1: remove everyone darker than cardboard
step 2: sterilize everyone who doesn't have >95% of the traits on my racial analysis checklist
step 3: sterilize everyone with any heritable medical illness
step 4: sterilize the dumbest, sickest and ugliest 10% every generation while subsidizing the breeding of the top 10%

obviously you can't be too stringent on the "any heritable illness" or everyone is sterilized

what'd probably have to happen is a big analysis to establish disease burden, lifespan, etc
