Difference being you can clearly see medics are already at the scene in the top photo, where they are not in the second. If medic has already arrived, you only intervene to help in drastic, gigantic, armageddon level circumstances
What's the woman going to do when people are already attending

It looks like the big crowd in the top pic took notice
The bottom pic has someone (presumably) calling the emergency services, with a decent amount of people surrounding the injured person. The lady clearly didn't have any expertise with first aid otherwise she would have helped
In this instance why is it wrong to carry on walking when there are other people clearly doing a job that you either can't do or would be doing the same?
Because it's simply common sense and common courtesy to stop and ask if any extra help is needed in these circumstances, you don't simply walk past as if they're invisible. What if you needed materials from the store immediately and ambulances were still too far away? What if they needed other people to hold someone down either to keep them down or keep them *intact?* they're extreme and rare examples in which didn't occur here presumably, but it goes without saying that the point still stands.
In that case, why did the man not stop out of common courtesy?
There's nothing stopping a person from asking paramedics if they need assistance
