What do you think is the purpose of activism?
No, in a public location.
You can't be served with trespassing in public locations.
Also younger people like me don't have to do activism.
By outreach I mean like red pilling us.
Ok. There still have been police investigations regarding posterings done in public locations. My general point is that it's not productive to have young people getting in trouble with dissident views before they are of age.
Whether it is with the law, their community, their school or their parents, it's simply not a net positive.
I know, but the kids don't have to be doing activism.
They can keep their views private, like me.

Even though most people I know are conservatives, most probably wouldn't accept identitarianism, yet.

Explaining the ideology to them, getting them into it.
Sounds to me like that is already covered.
The role of activism is to get people into an ideology.
I mean like activism focused to teenagers, and not just college kids and adults.
Technically the role of activism is to broadcast one's presence, promote an organization and raise awareness to an issue, but you're close enough.

I'm not proposing a way to do it, I'm just saying it's something they should do.
There are legal and public perception implications when it comes to reaching out to underage children.
Which is why it isn't done.

This is also why cuckservative groups like TPUSA are only on college campuses.

Maybe through media, beyond that, not really.
Those groups also operate within the sphere of the cathedral, so it wouldn't be an issue for them like it would be for us.

I come from an ultra conservative backround so when I saw what happened to rhodesia and SA it wasn't that hard.
