Hey guys, check it out. I managed to create a government that has a national surplus in the budget, but still funds reasonable levels of welfare, moderately high levels of science, 75% of education and healthcare (essentially all normal expenses, I would think, but not cosmetic [medical] or specialist [education]), and 80% of the agriculture industry (not necessarily luxury type foodstuffs, though).
The military is a bit on the small side, though, but still around the Russia/Saudi Arabia levels, so, if optimized, should do fine, esp if using high-tech weapons as opposed to human forces.
And I think the tax rates are very reasonable. I also managed to eliminate the death tax and the property tax, but the land taxes are bit higher.
