1. There is a new MARADMIN that implies NORTHCOM CONPLAN 3551 procedures will be followed by the Marine Corps.
2. This is the first time this measure will be used; it is specifically tailored to possible pandemics.
3. Conplan 3351 restricts interstate travel, deploys national guard, gives government right to all manufacturing capacity, etc
