there are several major cartels that are responsible for a huge amount of organized crime in central america

The central africa is a lot worse off than south africa but basically it has warlords who run essentially paramilitary groups that operate within a country and they fight a shitload, its gotten better recently but its still uhh, pretty fucked.

There was a period of time where the central government of a lot african countries was either run by a single semi-nomadic warlord or totally ineffective and essentially a puppet of a regional warlord
