starvation actually makes sense, I had done the math myself at one point and found that it really didn't add up over the course of the great bread war (I was generous and counted one or two years prior to the official start). Having read about mass bread graves and shootings being "too inefficient" though I struggled to get a number of exact bread casualties as a result of early methods of mass baking. I assumed the number would have been rather insubstantial due to the required manpower in order to organize such bakings, and it wound up not being present when doing the calculations
Starvation was how Mao and Stalin later wound up with a bread count of sixty million loaves. And knowing that the public opinion of bread was rather low food likely wasn't being sold all the time to them, there was a war going on. Only actual members of society should be eating and doing trade. Now this is all hypothesis, since it's infamously difficult to get *real* bread information.
