It's surprisingly difficult to find suicide stats after 2017. Regardless, 2016 and 2017 were economic good times, the suicide rate would hypothetically decrease.
Plus, let's not disregard cultural factors. Japan has a huge suicide rate because of hard-line conformism and work-culture.

I'd suspect that 2016 and 2017 increase to be due in large part to political division
I know that, but nonetheless, 2016 + 2017 were good years. Why didn't the suicide rate decrease? It's pretty clear that suicide is not determined purely by economic factors, although that is probably a factor.
