Most federal courts have banned May-Issue stating that States have a constitutional obligation to issue so they have to be Shall-Issue (Non-issue is only for people who are known prohibited persons)

Normaly procedure when someone is reported dead is for a "Suspicius Death" investigation to be done to prove it was natural or not.

I was called years ago, a man I had known for years had died. He had been out shoveling snow and come in and come back in, hours later his wife found him dead in a chair. The City, County and State came, did an investigation and three days later officers of the town PD came to her and informed her that the autopsy had ruled it a heart attack. They called her kids to be with her. Now none of that happened in Scalia's death.
