Stock really isnt an attachment it's a functioning part of the weapon since if you remove the stock you remove the buffer tube and thus stop the semi auto functioning

Yeah I know but that's the function of a stock on a normal "rifle" also the atf has been emailed about changing pistol>sbr>pistol combo. As long as you can change it back they're ok with it. Just like you can do pistol>rifle>pistol.
So changing a gun that was originally a pistol to an SBR is perfectly ok. The atf would like to be notified but not a requirement
