well the two smaller parties still have to duke it out, and will only be able to pass legislation on points where they both agree and have to compromise on the rest.
So let's say you have 3 parties, 40% + 30% + 30% each, sure 40% is biggest party, but if 30%+30% form the government, if the two parties have the same view on say immigration, they're representing 60% of the population and will get their way.
