The conflict (where it exists) seems to be sporadic and low-intensity.
Why not try to negotiate with Tunisia and Egypt as a place to hold legitimate refugees with EU funding and support personnel? That way the refugees get care, the EU gets to help those legitimately displaced by conflict, but economic migrants have no path to Europe and people smugglers lose their market.
NGO boats could still help, but instead of bringing refugees to Europe they'd bring them to Egypt or Tunisia - whichever was closer.
The stated concerns of all parties are satisfied, but the underhanded scheme of ferrying economic migrants to Europe for profit is blocked.
