stop and frisk is controversial mostly because its been shown to reduce crime rates
it relies mostly on officer's judgement and only applies to certain areas which happen to be mostly black
usually because those areas have high crime rates
you can pick any city that walks away from this strategy and it will always be followed by a crime wave
