There was a legitimate fear of revolution. Post war the communist parties won almost 30% of parliament seats. The conservative, liberal, civic and social democratic resistance movement warned against the communist revolution. It was supposed to have happened new year 1946/1947.

The clear intelligence, made the politician act this time. All other resistance movements, was nationalized and formed into an actual standing militia under army control. Called homeguard, akin to the US national guard. Also the unions purged all known communists from its ranks and encouraged its members to join the militia.
