You need to identify what you're wanting to accomplish before assigning the situation a list of items.

Tell me some reasons the water would get shut off from this current happening.
The water wasn't shutoff in weimar germany during the street fighting.
Be coherent and control your imagination.
Utilities will always be the last things to go down.
They are the priority item for restoration in an outage event above everything else.
There are lots of things you can get and do to be prepared for bad things to come but this is not it.
