90% of the "army" you'll see in the streets are conscripts. vietnam (until recently) had mandatory conscription, where you either spend a year in the police force or the army. that's why they dont get guns, because they're 18 year old kids

vietnam as a tourist country is awesome.... some fantastic beaches to sit and gorge yourself on fresh seafood, and the mountain towns are beautiful. just don't try living there and running a business, lol
