In nature it gains influence over essential industry. Fascism builds a state that dominates a capitalist economy. Instead of vote whoring it grabs big industry and turns itself into a stronghold of economic might while gaining monopolies over police, law, and military.
THe state is the people, land, history, culture, and government. System to fight decadance. Breeds nationalism and social cohesion.
