Just expand public transport aswell as making it cheaper while modernising it and making it more environmentally friendly

You would still have to travel it regardless, the issue is the amount of demand for public transport
Most of your daily transportation goes through those distances of 50+ miles?
I am not sure if you get what I mean, I am talking about making the daily necessary travel public. If you wanna go visit someplace 50+ miles away that I hope you dont work at cause thats a long way to go everyday then you could use private means of transportation

More expensive than using your car
Yeah you need to bring down the prices, you need to modernize it and have a supply that is sufficient in that it minimizes time loss to the extent that people start using it
And you need it to be fairly reliable
There is still a constant demand to travel those distances to essential services, the problem is the non-modernized fleet of buses that are inefficient. The problem is the pricing and the time gaps
You can build bus stops, that isnt the problem
I do not see why it wouldnt work over there, the only issue you seem to have is demand because of the low quality and supply aswell as relatively high pricing
The tax issue isnt as important if you can get modern efficient buses that outperform private vehicles
And if your area isnt capable of generating the tax funds, which I dont see why it wouldnt unless there is large unemployment. Then you should consider redistributing resources from areas who got more than enough funds for themselves to these areas who arent sufficiently productive
What waiting times are you expecting for the suburbs?

I understand that people might be impatient, but a bus arriving every 15 minutes or so like in the suburbs where I went to a party with some of my pals I really doubt would be a problem. And considering I know a guy who is living in the only house visible from a stop gets a bus passing by every hour I dont think the issue here is as bad as you are making it out to be
You could also have times of more dense supply and times of less dense supply in accordance to different demand at different times of the day or week
