Have Post Office count all mail in ballots. They scan all of the mail, so why could they not count the number of ballots delivered to each election office. Then compare that count to what the election office says they received to determine if there any FOUND (from a car trunk ...) ballots.

this would determine if any ballots are at the office and that didn't go through the mail

so drop boxes would screw up that count, well, I hadn't thought of that, I wonder if they keep the ones from drop boxes and post office separate. Probably not.
