Well Japan has an age of consent at 13 in some places so maybe so.

It varies from state to state. The way it is punished also varies greatly

Some states will charge 2 minors with statutory rape if they had sexual relations

Some wont

Some have consent at 18, some at 16

The punishment is always harsher on the boy or man who is charged

But yeah for the most part the punishment varies based on severity

Some states are even weirder, the consent laws make it legal to consent at 15-17 if the person your with is also 15-17.
