Another issue I'm concerned with is what happens if a dual citizen is caught making security decisions in favor of the other country. If the US punishes them, can't the other country use the person as leverage for why the US is (fillers for general evil)?

at least with single citizenship you can punish the person without any outsiders but with dual citizens the other country has to be known of the issue
