@Grape obviously reagen didnt outright say "and no black man shall arm themselves, they might attack white people and cops" but the Mulford act was mainly done because of the black panthers
The black panthers were a major scare back then (y'know...armed black people during the civil rights movement) so it makes sense they would have such a scared reaction
Honestly this pandemic is proof that, no matter what happens to the working class, or the economy for most people. The rich and the stock market are basically unrelated
