Staffing is the major weak point in 911. Overloading the psap will result in rollovers but if it's occuring everywhere then you have a collapse of services. Also usually during rollovers, the other departments can't do direct dispatching of services so a caller can be stuck in limbo until the answering point can get the other psap and relay the info
